Penguin 100 filter cartridge question

Hello all I'm kind of new to the Aquarium world. My question is in regards to the Penguin Biowheel 100 filter. In particular the media filter cartridge. I have read you could cut a slit in the back of the sponge and remove the carbon? If I remove the carbon do I have to put anything else in its place? Second if my sponge goes bad and don't want to buy a new media cartridge how would I get new sponge material to stay in the back without falling? Third question my bio wheel stopped moving so I just placed it near the ball bearing hinges on the insides so water directly hits it and goes through it, would this be ok for beneficial bacteria growth? Third how can I tell if my Penguin 100 is performing like it should? I have a 20 gallon tank and when the filter splashes the water the bubbles go about a little more than half way down my tank but not all the way down is this normal? Fourth question even though I know its kind off the topic but for lighting I purchased the hood/tank from someone and they had 25watt incandescent bulbs on there which were making the tank 86 F. I had to remove them now my temperature is at 80.6 F with no lights. I am in the process of getting 15watt bulbs but a little weary that it might bring my temp back up. Do you think 15 watt bulbs will give off lesser heat than the 2 25watt bulbs? Also I was fixing to get just one 15watt bulb would that be enough light? I just don't want my temp to get to 86 degrees again.

Aside from that, I think the Penguin 100 is a little undersized for a 20 gallon tank. Have you considered adding another hang-on filter? It doesn't have to be the same brand. Personally I much prefer Aquaclears to Penguins, and I think the Aquaclear 20 would do a good job along with the Penguin you already have.

As far as your lighting issues, I'd suggest not using incandescent bulbs. As you've noticed, they run quite hot and can cause temperature issues. There are compact flourescent bulbs that screw into incandescent hoods that run a lot cooler, and would even give you some options for live plants if you want, even though the wattage is lower.
