GPH? You should be fine with the Penguin 100 (100 GPH) or possibly even the Penguin 150 (150 GPH) in a 10g. Also, there are ways to reduce the current if necessary. Not sure if the Penguin models have a flow control feature or not ... but you can always baffle the outflow to slow the current. You can also slow the current slightly and help protect delicate finnage (especially those with long flowing fins) by putting a sponge or floss over the filter intake.
IIRC, CoBettaCouple (Dave and Stacy) who are amongst the forums most respected and knowledgable Betta keepers ... like and use Penguin filters on some of their tanks.
In my 10g betta tank, I use the Aqua-Tech 5-15 (100 GPH) which Marineland makes for Wal Mart. It's essentially the old style Penguin minus the bio wheel.
