I am setting up my first tank and I am not sure were to install the spray bar at water level or above. Thanks for any help.

It's really a matter of personal preference.

I like having my spraybar just below the surface of the water so I don't have to listen to the waterfall noise.

If I place the spray bar below the surface will it create surface aggitation

If you place it just below you should get surface agitation. Just set it up and look at the surface. I angled my spray bar a bit up to help with the agitation.
