Another Magnum 350 question

I just started up my Magnum 350 filter. The water in the canister stays about 2" below the lid - is this right or is it supposed to fill all the way up?

I had one of these. I figured out that if you turn outlet shutoff valve down that it will fill completly. It will also make less noise when running when it is comepletly full. After I got the canister full I opened the valves wide open. Hope this helps
