Two Filters

Would both a 200gph and a 100pgh be sufficient filtration for a 29 gallon tank?

hello and welcome to fishlore!
Noting your aquarium info, I would say that the 29g is pretty much stocked to the limit if not over a bit. So with that, normally the 200gph, (which is what an Aqua clear 50 uses) would be enough. But since you have the pleco which can be a messy waste producer, the extra filter can be a good idea.
So yes, IMO you have sufficient filtration in your tank.

since I have more filtration than necessary...could I add in three more fish? Another serpae and two swordtails?

If you add fish, you'll most likely have to step up your water changes a bit. Over-filtration helps, but the fact is you still have a set amount of water for the nitrates to dilute into.
