Do you have the water level as high as possible? sometimes biowheels wont turn well unless the water level is all the way up.

Out of curiosity, why are you replacing the bio-wheel? You don't need to replace the actual bio-wheel unless it gets damaged or something.

I got it running now , i had to clean the whole thing , and add a new filter , and put the biowheel back on ! then it ran smooth!

If the intake tube was full of gunk enough to slow down the flow then the water coming out might not be high enough to hit the wheel so that makes sense. I contacted Marineland once when my HOT Magnum seemed to be slowing down and they told me to soak the impeller in vinegar for about 30 minutes and that worked really well.

I have the same problem, and it's driving me crazy. I have a filter with 2 biowheels side by side, and the right side never turns unless I tap it. Then it only turns a few times and stops. I switched the right and left, and it's always the right side that doesn't work. I'll try that vinegar trick, but the flow seems to be pretty strong. I know they don't have to turn constantly to be useful, but if it never turns, what's the point?

Any other tips on getting this things to spin? I want to cover the posts in vaseline or something to keep them spinning, but I figure that's not good should it get in the water...
