why do you want to slow the current down

you coul put an old panty hose over the intake and it should show the water intake alittle and that will slow the current. im not exactly sure, you dont want to put anything over it that will get cloged

oh, that came up in a post before, the reason they say that is that when there in the cups that they dont get to swim and build up there muscles, but after being in the tank that will change and the current will not affect them.

That is not true.
It all depends on the betta and if it has fin which tear easily. All betta should have low flow filter like the bubble filters or the sponge filters. The current is usually too strong for them with HOB filters. I have learned this the hard way.
Keeping betta is not like keeping other tropcial fish.

When I had my betta in a 10 gal with that same filter, I just took a piece of filter floss and used an elastic band to hold it over the filter outflow.

You can different sizes and thickness of floss til you get it right. This doesn't interfere with the function of the filter and my betta was very happy not being knocked around by it!

I sort of agree.
The biggest problem is simply that the large fins create too much drag in a continuous current, and the bettas wear themselves out trying to get to the surface. Because bettas need to breathe air periodically, they eventually drown.
Fin rips and other injuries are further risks of a constant water flow.

However, you can break up the water flow, creating "high flow" and "low flow" areas of the tank, and the betta will likely love it. My bettas periodically swim right under the flow of their HOB filter (which has been turned down to about half strength), playing in the bubbles.

I make the difference by having a heavily planted tank with driftwood as an extra baffle for water flow.
