Need A New Filter

Well, yesterday, I went to Petsmart to get my betta, and I bought a new filter too. Its a Tetra Whisper Filter or something like that, for under 3 gallons. I started using it on one of my tanks, and it doesn't seem like its working at all. It doesn't suck up the leftover food, or waste.

So I'm going to return that one, and get a new filter, so does anyone have any ideas on what kind of filter I should get? I need a small filter, for under 5ish gallons, and it needs to be QUIET.

I don't know what size tank you have, but I use a Whisper 10 HOB that I bought at PetSmart for my 5 gallon Betta tank.

Most of the reviews say that the current is too strong though, so I dunno.

A typical HOB isn't going to get all the wastes, they settle on the bottom in dead spots in the tank. I'd look at going 5+gals for the filter if you want enough water movement to suck up wastes. I prefer Aquaclears, they push a lot of water and suck very good.

Um, whats an HOB? xD
The only thing is, a bigger filter takes up much more room, and this'll probably be for a betta tank, or a small fish tank. So it needs to be small, compact, quiet, and it needs to work, pick up waste, etc. Quite a hefty list. xD
By the way, what is an undergravel filter? Is this more effective/less effective?
