Question: Top filter: Good or bad?

I've found a fish tank that looks pretty alright on gumtree for $50 - only thing is it looks like it's one of those with a top filter in the hood - does anyone here have experience with these? Are they any good? Not quite sure how top filters even work. Any info / guidance would be appreciated.

Do you know what brand it is? I have 5 different Eclipse hoods on tanks that have a built in filter with them, and I really like them. They work well and are easy to clean and use.

I've found the eclipse filters to be fairly good.
