Probably depends on tank size and what you want it to do.
Faster flow rate will not filter as much (least resistance) but produce a small/medium current in the tank depending on size.
Slow flow rate will filter more but not circulate as much water. Would probably need to clean the gravel more do to settling debris before reaching filter. Or use a power head with it.
Personally- I have my filters on med high to high to get more circulation with filtration. My 20Gal is med-high to get the stone dirt out of the water, but I will probably turn it down a bit for my waterfall.
I think it would come down to the type of fish you have and the filtration needed.
