You'll want a vet to do that, and check for any decay. They might just need cleaning, but tooth decay is a common source of bad breath, not only in the doggies but in us as well.

Tony, she will need to see a Vet for the cleaning....They usually put them under a general for the cleaning...

Once her teeth have been cleaned and checked, you can brush her teeth daily. It is recommended especially for the toy breeds as their teeth are so crammed in their tiny mouths. Also, sprinkling dried parsley flakes on their food or there is also supplements that you can feed that will aid in your pup's digestion which can also help their breath.

Bad breath is better than no breath at all (just thought I'd share that little tid bit of information)

We clean my dogs teeth by ourselves with chicken flavoured tooth paste. I'd take her down to the vets just to make sure there isn't any decay and have them professionally cleaned by them, like us going to the dentist to get ours properly done rather than just burhsing at home. The only issue with my dog, is that he licks the toothpaste off the brush and doesn't let us clean!
