Cloudy water

My friend has a tank that is roughly 30 gallons. He said the water is cloudy. He has been doing regular water changes. He bought something (not sure what) that is supposed to clear up the water. He said it will make the water clear for about a day and then it gets cloudy again. The tank has been up and running for close to a year now so it should be fully cycled. I don't think he's done anything to kill the bacteria, but I'm not sure. He has tested the water and said the levels were fine. He is using the strip tests which aren't very accurate, but I am going to bring my test kit to him today to get a better reading. Since I have never had this problem, I don't know what to tell him. Any thoughts on what the problem might be?

I moved the thread to a more appropriate section of the forum.

Along with his water changes see if he also vacuums the gravel. I agree that after a year the tank should be cycled but there's always a chance of a mini cycle.
You might also want to find out what products he's been using.

I believe he occasionally vaccums the gravel. Maybe every other water change. I ruled out a mini cycle because he said the levels are ok. However, I am going to his house to test the water myself. If it is infact a mini cycle, what should he do? Partial water changes daily?

If he's got any sign of ammonia or nitrites he should do daily water changes.
Once you see his tank and what products he's using you might get a better idea of the cloudiness. Is it green or just cloudy?
Does she change his carbon out regularly?

I'm going to his house right now. He lives about a half an hour away but once I figure out all the details I'll post them. Thank you for the responses!
