"White" Cloudy Water

Is this considered "white" cloudy water as in a bacteria bloom?

Tank made a year this past Feb. that it's been up and running. I just changed out to a Freshwater/Saltwater GE Auqa Rays bulb that is a 9325k 18W 24" flo. bulb. Even with my old year+ old All-Glass 17W bulb it looked the same way.

update:

I got to thinking that I recently took the carbon pieces out of my filter as it's been in service for about 3 months and hasn't been changed. Then I thought some more about how the water had changed right around that time. I put a secondry new filter behind the old one and presto, clear water.

So now I'm considering buying the carbon in the jars and using the aux. basket for my emperor 280 filter.

So what is the carbon actually doing for me?
