Sandy cloudy water - ok for fish?

I went to a LFS to have my water tested for fish readiness last night. The owner told me that I needed more bacteria and more substrates. He recommended a 20 lb bag of sand for my 10g 2-week old tank and a bottle of Microbe-Lift Special Blend. I've had 2 guppies in there for just about 2 weeks.

I fished up my fish, dumped out some water, dug up my gravel, poured the sand in, put the gravel back on top, refilled the tank up to the top, put in some bacteria and water conditioner. The water was so cloudy and I couldn't see my ornaments. So I decided to leave my guppies out in the water pitcher till the water clears up. Well, the water's still cloudy after 12 hours. I'm concerned about the health of my tank as well as my fish.

Question: Is it ok to put the guppies back into the tank or are they better off hanging out in the water pitcher, which doesn't have that much water 'cause it was meant to be temporary.

Do you have any filter floss?

We use it here when things get suspended in the water.

I have a Whisper power filter that has a mesh filter bag with carbon inside. There there's another mesh thing that I don't know what for. I turned off the filter 'cause I didn't want the dust to clog up my carbon filter or make my filter grind on the dust and break. Are you suggesting that I turn it back on? Or, can the filter floss be used on its own, which I kind of don't think works that way.

Turn your filter back on and then rinse the filter media in used tank water when it clears up or you can add some filter floss to the filter then dispose of it when the water is clear.
