If you have had these tanks for anywhere between 4 - 6 weeks, they're cycling. You should read about the
nitrogen cycle to know that "cycling" means. If you go to the top of this board, you'll find "Beginner's Articles" - which you really should read.
Now, every tank with fish needs a filter. And actually ... I am not even sure if a tank without a filter will EVER cycle. But one thing is sure: the cloudy water is the result of bacterial and chemical activities in your tanks, which are normal processes in new tanks. But if a tank doesn't have a filter, I don't think it well ever be well. You need to get filters for your tanks.
How long have you had these tanks? What fish do you have in them? How many fish? When did you get the fish?
No, do NOT add any chemicals to your water. The only chemical you should be adding to your water is a dechlorinator during water changes. That is, any new water you're adding to your tank, should be dechlorinated first before you add it to your tank. All this applies to your case if your tap water is chlorinated (and possibly chloraminated). Besides, there is no such thing as a "chemical that removes fish wastes" from the water. You remove fish wastes from the water by water changes.
Since you don't have any filters right now, the least you should be doing is changing the water in your tanks EVERY DAY. Change at least 50% of water in each tank daily.
Please read about the Nitrogen Cycle, and DO NOT add any more fish to your tanks until you understand what the cycle means. Also, a 3 gallon tank is really too small for most fish.
