Assuming that the tank is cycled, and the readings for Ammonia and Nitrites are 0.
Nitrate reading will govern your water change requirements.
I dont know what level of Nitrates are ok for betta's, but lets say 20 for the point of this exercise.
If you are doing a 15% water change twice a week, and you find that when you test the water ( once a week before water change ).If your Nitrae levels remain under 20, then you know you need to do 15% water changes twice a week.
If you find that your Nitrate levels are slowly going up, then increase the water changes to 20% and see how that goes.
