Cichlid Suggestions

What type of cichlid can I get in a 20 gallon with 4 tiger barbs and 4 red and Blue Columbians?

Unfortunately, with 4 tiger barbs (2.5 inches each) and 4 Columbians (2.5 inches each), you are fully stocked. I wouldn't recommend adding in any more fish to your setup.

I probably would add more columbian tetras instead. However, I personally would recommend a kribensis, they should get along great with your fish.

I think that kribensis would go great with the fish that he has in his tank; however, with 20 inches of fish already stocked in his tank, the bioload won't be able to handle any more fish.

I thought columbians get to 2"? Regardless, i've always been a hater of the inch/gallon rule. hate it, hate it, hate it! (lol, maybe a bit much.) It should work if he takes out the columbians. maybe you could repace them with a pair of kribs?

The fishlore profile says 2 inches, but a lot of other sources say 2.5 to 3 inches I know that the inch per gallon rule can't always be taken literally, but I do think its a good starting point for beginners. I think the tiger barbs would do better in a larger school (otherwise they get too nippy and aggressive) so maybe he could try the following:
6 Tiger Barbs: 15 inches
2 Kribs: 6 inches

If he can take back the tetras, that would be a nice tank.

Does it matter if the barbs are only 1 inch and the Columbians are only 3/4 of an inch.
I mean could I add a Cichlid before they get any bigger?

It wold be ok for the moment. as long as you remove one or the other before it starts to overcrowd.

Adding more fish to the tank even though your fish are smaller now is not a good solution. You need to account for the adult size of the fish when you stock a tank. Trying to stunt the growth of a fish by overcrowding it is cruel. If you add more fish to the tank, you just overcrowd the tank. It is not humane to keep fish in quarters that are too cramped. Don't add any cichlids unless you are planning on removing some of the current fish or getting a larger tank in the future.

I wouldn't recommend it at this point unless you take out some fish in the long run. You'd also have take into account their temperament, as your fish are semi-aggressive. Good luck.
