does size matter?

Spawning cardinal at home tank is very difficult. Almost literatures said that, but not impossible. First separate male and female and condition with high protein diet. As I didnt know who is the boy/girl, I put 18 cardinals in small tank and give mosquitoes larva and beef liver diet. after 2 weeks there's still no different as the literature said that female will have plumper belly. does that M-size cardinals to young for breeding?

First up, how old are they and what size? By the time Neons and Cardinals are old enough to spawn the females should be noticably bigger than the males with a deeper body and rounder belly.

At 3cm they should be easily old enough to breed, and sex. Males generally just look smaller and thinner. Their Blue stripe tends to be straighter than the females as well.

is there something wrong with the diet?

The diet sounds fine to me. When my Neons are getting ready for a spawn I feed Baby brine shrimp, Flake, and Bloodworms.

have a look at this thread on another forum. This was a very ambitous project on breeding Cardinals that this member took on. It is a very good read on the subject and shows just how difficult it is to breed Cardinals in captivity.
