I would advise against altering the pH. What is the kH and gH of her water?
Would it be possible to get pics of her setup and any information, no matter how small on her equipment, water chemistry, diet, conditioners/additives/vitamins, the area around the tank, the routine she has done with the previous batches, everything? Is it always the same pair that spawn?
I get the feeling this might be a combination of factors and/or something that's missing. We'd need all possible info to try to figure out what the key is, so she can change/add it and see them through.

She does have netting over the filter.. I don't know the kH and gH of the water the API kit that I have doesn't check that..
She buys some kind of betta conditioner? Also the liquid food for fry in a tube.
The area around the tank is a quiet, the water temp stays constant. She has my stepdad do the water changes in the evenings when he gets in from work, hes always been the "tank cleaner" even when they had african cichlids... so I know the times on the cleanings.. they used a white cup to do it to keep from getting babies out.. now I know they treat the water prior to putting it in the tank.. matching the temp? Im not so sure they do perfectly...
Yes it is the same set male/female... so it could just be that they have kull fry...
I wonder if I bought her a better set of male/female bettas if she would have better luck?
I plan to get some testing done on my water when I go to my lfs, I am wondering if my disolved o2 is too high, so I might get a sample of hers to check the hardness, etc... (speaking of which do the api people make those test that I can buy I think they do? I might just go ahead and get the hardness one at least)
