Crowned tail betta breeding question

My mom is trying to breed crowned tail bettas, she has her 2.5 gallon tank set up with the divider between the male and female... and before I had gotten into tanks a few months ago she didn't know anything about water quality or proper temps however she had no problem breeding bettas. Well she set her setup the same way as always and no luck.... I went over to her house checked the water temp, it was way too low and we got it warmed up by moving the tank to a less drafty location in her house and a small heater. The temp is stable now at about 76-78. Her water quality when I got there was very cloudy, I honestly didn't know if they treated the city water before they put the fish in, they said they did... but it looked horrible.... anyways we got it cleared up....
Its been about 4 days now and he is still not wanting to build a bubble nest, is there anything different to be done, could they just not be compatible?

Betta splendens tend to make bubble nests under objects. Ours like to use the leaves of water lettuce as a haven for their bubble nests. I read a study somewhere (not saying this is accurate, just that I read it) that the betta splendens prefer something yellow to do their bubblenests under, and will settle for something green or red, but won't build them under a something blue.. Again, I don't know how accurate that is, but our water lettuce is green... so anyway. Good luck and I hope she can get a larger tank for the bettas, that really is too small.
