welcome to fishlore!
i have not had any experience with fin rot, but, the salt is probably not the way you want to go. Bettas do not tolerate salt. I would give him a water change, add some stress coat and prime.
Ccould you post any pics of him?
also i read on your aquaruim info that you do not know about the nitrogen cycle. This is ver important for your fish´s life so i suggest you read up on that
here is a link :

I also suggest you buy an Aquarium tester as soon as you can. The API master test kit is used by many on this website and i´ve only heard great reccomendations.

As soon as you buy some the test kit, fill in your aquarium info

good luck-
tony

Salt can be more of an irritant, I wouldn't bother with it.
Do you know what your readings are for ammonia, nitrite and nitrate?
Is the tank heated? Filtered?
Pristine water to help prevent infection, some extra stress coat or Fish Protector, Garlic Guard (or a drop or 2 of garlic juice) and Vita-chem will go a long way to help him heal.

If you can post a pic, it'll help the members tell if it's fin rot or not.
Is there anything in the tank that could be snagging his tail?

Welcome to Fishlore.

If he has finrot, I recommend doing a treatment of triple sulfa AND Rid-Fungus.

It would be a good idea to get yourself a good liquid test kit. (Avoid the strips, they tend to be inaccurate)
He really needs a nice heated tank, as do all tropicals. Especially now if he's got fin rot.
How often are you changing his water?

It would depend on what your water readings are. 100% changes can be very stressful to your fish.
Most stores will check your water for free.
