He really needs to go to Sponge filters if he is going to divide the tank and have current on both sides. This will provide the most control of the current and water movement..or the filter you are using in the other tank can be used in the tank you are going to use but it will cause more current movement and give the fish a bit more problem. In a divided tank there is just nothing like the sponge filters. He can use a small one made for 5 to 10 gallons on each side and it will keep the tank very well cycled. He can use the same airpump for the both of them and just get a T for the the tubing.
It would run like so:
tubing to #1..
Air Pump ....tubing ... check valve...tubing...t valve to split<
tubing to #2...
Put an air control device in the tubing to each sponge filter and attach it to the small tube on the filter and you are set.
