i know CObettacouple will answer this.
I've had this red betta named Hades for a couple of months now. He's full grown and is currently in a 1 gallon tank at my mom's/my house. I have an extra 10 gallon lying around collecting dust. Should I clean it out and put my fully grown betta in it with decorations, a filter, and a heater? Pleasew respond.

First, I just want to say I LOVE your signature. This is one of my all time favorites. It is on my Dads headstone, (on the back side where only those who walk around see it).. That was the type of man he was, a homesteader here in Alaska, back in the 1950's.....
Answer to your question, YES. By all means! Your Betta will love you, and I am sure will respond with glee to his new digs.....

Yes. You would mostly likely have to do less maint. on the 10gal than you do on the 1 gal. He would be much more happy and it would give you more options to be creative with the tank. Just my

Also, do you think I could add ghost shrimp or something. Because my betta doesn't eat all of his pellets and they fall to the bottom. Any imput on this.

... why not just cut back on how much you feed the betta? You could try ghost shrimp, some bettas will leave them alone others will bully them/eat them when they molt.. a trial and error thing.

 No worries, he lived a full life, and I only have great feelings when remembering him. It as been about 12 years now since he passed. It is just fun to see other folks can find value in his brand of living!

As to other tank mates. In a 10 gallon you could first (before you put the betta over, but after the tank is cycled, add three corys. They are sensitive to water conditions, so it really does need to be cycled to put the corys into your tank. You put them in first so the Betta hasn't set his territory yet. This should be a happy group, and no more dropped food.

One more question, Would an air stone do the same job as a filter? I'm just wondering because that's kinda what under gravel filters remind me of. Weird question.

Definitely!  I'd clean it out, set it up with the filter and heater and move him in. Just use Prime on all of the water and bring over any substrate, filter media and decor from his 1g tank.

Do you feed them all at once or 1 at a time? If you drop them all at once, he'll miss probably half of them.

An air stone just provides air bubbles. The filter provides different filtration methods on the water. We like to run all the tanks with both, but the filter is the most important.

I usually drop the pellets one at a time, sometimes they jump and take it off my finger... just more interaction with them!
As for ghost shrimp, my first betta loved them! Great lunch! :;
