another cycling question

We are having issues w/ our african cichlids (well one in paticular the acei he is way to aggressive towards the peacocks).
Anyways, We are planning to buy a 29-30 gallon setup to put the peacocks in and a couple other smaller africans w/ them.
I just put a new penguin bio wheel on the back of our tank w/ the old hob filters inside, should one of the new ones be ready to put in the 29 gallon filter that we are going to have to use to cycle the new aquarium?
(we got the new filter friday, and getting the new tank in about a week and a half to two weeks). I am getting a smaller penguin than my 55 has (prob double the size that the tank needs) for it, and maybe a eheim canister if I need it.
I just want the cycle to go faster and I figured that if I could use one of those cartriges in the new one (if the bacteria is built up by then) it would save time.

Yes, by than it will be ready to cycle the tank, but you can't rush these things. Also if you are talking about peacock bass you are going to need a tank that is at least 125 gallons. If not never mind.

no, its peacock cichlids.. we may still go bigger than 29, we love the bowfronts and the 46 is so common it will be easy to find the color stand and stuff we want

update: we are going to get a 75 for our Mbuna's and move the 55 gallon in the house over to the other part of the room.... and put the peacock in it and some other less aggressive cichlids....
