community is perfect for a variety of fish. a good sized tank such as 29 gallons or more is good for a thriving community. The bigger the tank, the more stable the conditions, whatever is in your financial limitations.
Aquaclear has always been reliable to me when it comes to filters, and any good quality heater with a thermostat will be good.
Consider driftwood found at your LFS and river rocks for decorations (boil rocks to kill off any bacteria that might already be colonized so to not introduce unknown organisms to your tank)
As for fish, depending on your tank size, I would reccomend (depending on which route you wanna go) small schooling fish like neons, guppies, and rasboras, or more active fish like danios, platies, and larger rasboras.
