If you had a 10 gallon tank......
What would YOU put in it? and be specefic you cant just say some zebra danios you have to give the number of zebra danios you want to put in the tank.
So the question is...
What would you put in a 10 gallon freshwater tank??

I would LOVEEEEE to do a heavily planted, highly fertilized, good plant-growing dirt substrate with a dozen kuhli loaches in a 10g. (They are longer, but again the 1" per gallon rule is rubbish and does not apply to something as thin as they are with such a low bioload.)

There 3 or 4 colors of kuhli loaches (silver, brown, orange, black, pinkish...) along with the different colors of plants... browns, reds, yellows, greens, and dozens of shades of each color.
But as far as colorful fish, other than kuhlis...
A pair of curvicepts, they may be dull grayish when not breeding, but in breeding colors they look gorgeous.
"wild bettas" The non splenden species, such as: Falx, mahachai, coccina, and there are literally dozens more. (Most of which can be kept in groups of 2 or more.)

I'd do more wild bettas! Some of them are very colourful, and they're really neat in terms of personality too. Most of the smaller ones to quite well in groups in a 10 gal

Not a good idea with all the diseases being spread these days.
I would have a trio of otos and a betta in a 10g planted. Quarantined before you put them together.

i would do a heavily planted, high light, pro co2 sys tank and stock it with 4 black diamond pygmy corys, 3 otos, and a red double-tail butterfly betta (male)

That would over stock a 10g and since ottos are sensitive to their water, you'd have to keep a close eye on the water parameters and do more maintenance.

otos clean up about as much as they produce, so they dont really count towards the 1"/gal rule...also, with a heavily planted tank, u dont have to worry much about overstocking (to a point) as the plants will take in most of the nitrates, and extra stuff that the bacteria can thandle

ottos clean fish waste?
I don't know how long mighty has kept fish, if he's a beginner, it's best to keep the stock low till he gets more experienced.

I have otos in a tank thats less than 2 months old lol, but they need good water quality, algae to eat and proper acclimation (most die because of improper acclimation). Like Lucy said, stay small to start out, only a couple of fish until you feel comfortable with how things are going and you get a feel for how to care for your fish and tank =)
