Lets think.
Mom's mix: Well, there will be space for all those fish apart from the Kuhlis if you get 6 of all the schooling fish, and 3 males of the platy and guppys.
Semi-aggresive community: It is advised against keeping cichlids and gouramis together, I think it would be best to avoid this plan.
Giants I'd say that since keeping gouramis and cichlids together iws not a godo plan, and you know about a Pleco. I think a pair of kisser would make a really nice personable tank though! They are real family pets I hear.
Angel tank: I've said already about gouramis and cichlids. No mixing!

8 Bleeding heart tetras
8 Congo tetras (you've already hear this one but just for the record)

3 Three spot gouramis,
8 Bleeding heart tetras

6 Serpae tetras/6 Red phanto, tetras/6 Cherry barbs
6 Harlequin rasboras/6 X-ray tetras
6 Black phantom tetras/6 Black neons
6 Dwarf neon rainbows
