My suggestion would be, for the Dwarf Gouramis, make it 3 instead of 2, and in a 1m:2f fashion. Of course with a tank that size, having two males may be fine too.
Personally, I would either eliminate the tetras or eliminate something else so you can have more tetras. They might be okay with only 4, but you won't see the nice school behavior. Also, most tetras are more like 1.5-2", rather than just 1". If you do the 3 DG's by my calculation you have 45.5" of fish, so something would need to go anyway.
You may also wants to take out the hillstream loach, unless you are equipped to properly house them: they need careful care, including a strong water current (which the Pearls may not enjoy) and really high oxygen levels. More info is available here:
