I feel your tank is fully stocked without neons. Neon and Cardinal tetras all do best in schools of 6-10. To put this many in your tank would severely overcrowd the tank. If you keep all the other fish, and want to add neons, you should consider at least a 55 gallon tank. Good Luck

You should be able to fit about 6 neon or cardinal tetras in there only if your tank has live plants and good filtration. If it does not, then you are fully stocked.

I wouldn't add anything else to the tank, it's pretty well stocked already.
