actinic light in a freshwater planted tank?

I have been upgrading the light for my planted freshwater tanks and the one I received today has 2 bulbs. One bulb is what I think of as regular light (12000k and the other is actinic blue. It is really blue! It looks very strange to me, as I have been used to a more yellow light. My question is- will the blue light help my fish and plants the same way? Or would they be happier if I replace that bulb?
Here is the fixture in question:

Also- is it just me or do fish come out more with higher wattage of light? Maybe I am just imagining things...

Thanks!

for freshwater plants, you don't really want the actinic bulb.

Hmm, thanks- that is what I thought. I ordered a 10,000 sunlight one to replace it, so that should be good. I still think my fish are out more with the higher wattage, even though the tank don't look particularly brighter. Puzzling! But, as long as my plants and fish thrive, that is the important thing!

But but but, I want my red plants to be red!!!

(the reasoning behind spending money on lights....)
