fishfreak2009 read my mind, but I want to be sure, I don't want to assume anything. Hydra isn't harmful as far as I know, but it can become a nuisance. If it does look like an anemone, I would safely say that it is hydra, and I can tell you a thing or two on how to rid of it.

Looks like algae starting from what I can tell. Why don't you pick it off and look at it under a magnifying glass?

No it won't hurt the plant. You can even trim your Java Moss. I use scissors to keep mine in shape

Mystery snails, common pond snails, and Three spot and Pearl Gouramis will eat this.

Or another method, remove the fish and any other invertebrates (rest assured, the plants will be fine), crank the heat up to 106F, let it stand for 10 minutes, turn the heat down to normal, make a 50% water change, refill with room temperature water, and replace the fish. From other fish keepers who've experienced Hydra, this method seems to work the best.

Hydra will do not any harm to the aquarium fish, but they do cling to plants. If you plan on giving away any plants, be sure that the hydra is gone.

Hydra is a genus of very tiny aquatic invertebrates.

PlantedTank.net has a good picture, and the following description:
Quote:
Hydra are beautiful, but a wee bit annoying creatures. They spend their life attached to surfaces (plants, glass, filter, decoration), they can move a bit, but usually don't have the need to do that. If disturbed, they will retract their tentacles and body to small buds. They catch small creatures (copepods, Daphnia etc.) with their tentacles which can sting, making it easier for them to haul the pray in to their mouth opening. They pose no threat to adult fish, shrimp or snails (might cause some irritation if they touch the Hydra), but newborn fish and shrimp fry are in danger.
Wikipedia goes into a little further detail at http://en.wikipedia.org/wiki/Hydra_%28genus%29

Hydra is what might be growing on your java moss. Its basically a tiny anemone. It can cause minor irritation to mature fish if they touch the tentacles, but the tentacles can seriously hurt very young fish.

You can refer back up to post #10 in this thread. I listed a couple methods of removal.
