The sand wont be an issue as long as it doesn't affect your
pH. You would need to fertilize with root tabs for certain plants though as sand and gravel dont hold nutrients.
As far as the light goes. How many watts does it say on the bulb? You should be fine with the 2 plants aquarist mentioned even if the wattage is very low.
You cannot just buy another bulb to up your wattage though as you are stuck with whatever the ballast in the light can handle. LEaving the light on longer will also not work though it will encourage algae.
