Walmart plant bulbs, Is this the roots or what and what i do with it (pic)

I bought these bulbs at Wal-mart. Can someone tell me is this the roots or the plant and should i bury it in the gravel with these growing things part down first.

From what I can see in the pic, the spindle things (roots-at the top of the picture-the bulb is on the bottom), the root goes in the substrate, usually with just smidgen left without substrate covering. Make sense?
I can't see in the pic that they are bulbs, what kind are they?
