Is this a complete fertilizer and is it safe for my fish?

It's the only one I could find in town and wanted something quickly. It's Plant Gro Iron Enriched. Does anyone know if its enough of a fertilizer for the plants I have, money wort, java moss, amazon sword, Red Ludwigia and Cryptocoryne Ciliata? My amazon isn't looking that great. The leaves are thin and there are a couple of holes here and there. It's still growing though. These are the ingredients listed on the bottle.

Total Nitrogen (N) 0.15%, 0.15% other water soluble Nitrogen
Boron (B) 0.0005%
Copper (Cu) 0.0005%, 0.0005% chelated copper
Iron (Fe) 0.26%, 0.26% chelated iron
Manganese (Mn) 0.05%, 0.05% chelated manganese
Molybdenum (Mo) 0.0007%
Zinc (Zn) 0.003%, 0.003% chelated zinc.

I also want to make sure it's safe for my fish. I have Betta's, guppies, Cory cats, oto cats, bamboo and amano shrimp.

The cryptocornes and the swords would do best with 'root tabs'. aquabid.com has a whole fertilizer section. Both the crypt and sword are root feeders not leaf feeders. That means they do best with the fertilizer in contact with roots, and draw much less fert. from water.

Our moderator, Butterfly, has much more knowledge with commercially prepared fertilizers than we do, so I will leave it for her to hopefully take a gander at. (We have private individuals (a botany expert and a chemist) that each send us fertilizers. )

The sword definitely needs roots tabs as CWC stated. They draw all their nutrients through their roots and will spread them all through the substrate searching for food. I have had Crypts do ok with out root tabs but they do much better with. If there aren't enough fish in the tank to supply nutrients to the other plants they will benefit from a fert added directly to the water. Stem plants are usually fast growers and will suck up the nutrients.
I am not familiar with that fertilizer. When I use one I usually use Flourish excel.
On the bottle what are the three numbers about half way down? It should look something like ?-?-?
