I think you are referring to
activated carbon.
Typically it is not used in a planted aquarium. As it removes valuable nutrients that the plants can use. It doesn't stay active for though.
I typically only add it when I'm treating fish with some sort of medication.
If you don't have live plants, then by all means use it.
In my planted aquariums, I run a course sponge, ceramic noodles, and floss.
