I just stumbled upon this, and noticed no one answered.
A CO2 diffuser alone does nothing. It is, as the name implies, merely a means by which CO2 is diffused into the tank. The co2 has to come from somewhere, and is typically one of two sources for aquaria. That is, either DIY yeast fermentation, or a pressurized CO2 cylinder with a regulator and needle valve to fine tune the amount of CO2 entering the tank. You then run either one of these systems to the diffuser, and it makes the CO2 bubbles into a fine mist, allowing the CO2 gas to be dissolved into the tank easier.
