are their any live plants that can survive in a ph of 8.4?

im sure there are... just go for hardier plants like java fern, moss, anubias nana... or look at where plants originate and pick plants from areas of the world with more basic water.

Don't worry too much about the ph in your tank as far as the plants are concerned. Lighting is much more important.
