Are you cycling with fish?
If the fish were added soon after the tank was set up, then you are.
Keep doing 50% WC's everyday. It will cycle eventually, but it takes longer when you cycle with fish. Good luck.

I would do daily 50% waterchanges until the ammonia goes to -0-. Also I would test the water you are putting in the tank for ammonia, you would be s urprised how many communities have ammonia, etc in their tap water.

ALso look to see if you have anything dead in the tank that you might have missed, and give the tank a good vaccuming along with the waterchanges.

Your tank has been up and running with fish since March?
Odd that you'd have those readings.
How did you cycle the tank?
When did you complete the cycle? How long afer that did you add fish? How many fish did you add at once?
Are you adding anything other than water conditioner? Over cleaning your filter?

Sorry for all the questions, the answers might help figure out whats going on.

Hate to hear you're having problems. I suggest adding some Amquel + or Prime with each water change. This will detoxify your ammonia for about 24 hours until it's time for the next water change. Best of luck!
