You're going to have a lot more information than that. Your fish can be dying from any number of things but without any information, nobody can help you.

People are going to need to know what kind of fish, their symptoms and the water parameters (ammonia, nitrite, nitrate, temperature) at the very least.

Okay. The other three fish in the tank seem to have nitrite/nitrate poisoning and this fish's gill dosen't work so it's hard for him to move on only one gill. I don't know the water parameters.

I'm sorry your fish is ill.
Also, what kind of fish is it?
What other fish are in the tank?
How old is the tank?

Not knowing your water parameters, I'd do a huge water change, making sure to replace the water with treated water that's about the same temp as your tank water.

I'd suggest you get a test kit, the api master kit is highly recommended

sorry for the double post.

Do a 50% water change NOW......Make sure you treat the water with prime or another water conditioner...

When did you set up this tank? Do you know about he nitrogen cycle? Please read this: http://www.fishlore.com/NitrogenCycle.htm it's very helpful and will help you keep happy, healthy fish.

You should invest in a test kit. The API master kit is what most people on this forum use. You need to check ammonia, nitrite, and nitrate readings regularly. Fish don't tolerate any ammonia or nitrite in their water very well and will die from prolonged exposure to them. I don't really know what's wrong and somebody else can help you out more but I'm thinking that the fish are being affected by the ammonia and nitrite in your water and maybe even lack of oxygen. You need to do 50% daily water changes until your tank is cycled and you might want to put in an air stone to increase the oxygen in the water. Make sure you use a water conditioner to remove chlorine/chloramine from the water when doing changes.

EDIT: looks like I've been beaten to the punch again...

If you suspect ammonia/nitrite poisoning I would start off with at least 50% water change immediately and use some water conditioner such as Prime. Not sure what water products you have available where you are tho.
But the first best thing to do for fish when you think they are sick, is to do that water change and continue it every day when you think you have ammonia and/or nitrites present. A good water tester can be very important in fish keeping and I would try to invest in one asap.
I wish you luck with your fish. What kinds do you have?
