He already said it was over a week when he tested the ammonia, I dont think his fish are safe considering his water is cloudy... this would mean there IS ammonia or there wouldnt be a bacterial bloom, I still say change enough water to lower the ammonia and redose with safe start after that, personally I dont believe any of those "cycling" products do very much in my experience... the bacteria in them arent really the kind that end up growing in a natural setup (autotrophic) the ones in these products are heterotrophic and while they do work for lowering ammonia they dissipate very quickly and sometimes the bacteria in the bottle is already dead when you buy it due to age or being exposed to high/low temps.
