BioSpira will do it. There's another company that is producing a similar product now.
Cycle will do it, but to keep your tank cycled after that, you need to keep using it.
The cheapest way is to transfer still-wet, used filter media from an already cycled tank. As long as the bioload in the established tank is higher than the bioload in the new tank, you should be fine. (For example, I started an 80g tank with two glassfish and two barbs in it. I took filter media from a tank that had a koi and a goldfish, both heavy waste producers, and moved it into the new tank. I never had any ammonia/nitrite readings in the new tank. They were immediately converted to nitrites.)
