There are many, many recipes for a fishless cycle, as you've found. I like to monitor my ammonia level continuously or at least twice per day and keep it at 5ppm until I think it's been long enough for the ammonia and nitrites to get processed in 24 hours (this point takes a week or more). Then I stop adding ammonia for 24 hours and let it drop from the 5ppm level. If both ammonia and nitrites are not zero after 24 hours, I go back to 5 ppm for a few more days or another week.
