Coldwater fish and cycling?

I was re-reading the articles on this site about the cycling process because I have a new tank I'm getting ready to populate and I wanted to make sure I got it right.
However, everything says that this applies to Tropical fish.
I was considering making this tank a cold water fish tank with some Moors in it.
If that is the case, does the nitrogen cycle not apply in the same way?

p.s. anyone with plant knowledge that could answer my question in the 'Aquarium Plants' forum that would be greatly appreciated!

black moors r very luxurious fish, they need special care for survival, they r very sensitive. i think the nitrogen cycle is same for them, u have to give them enough sweeming space and keep your tank decor to a minimum. they like the temperature from 66-72 degrees farenheit.

you have to go through the cycle no matter what kind of fish you're planning on putting in there
