How are your Angels doing with the other fish in that tank? Do you see any aggression going on? Is the one Angel getting bullied by the other Angel fish?
Are the Angel fish new? If so, maybe it will just take some time for them to get used to their new home.
Well, I would suggest to watch the interaction between the Angels and see if any is getting picked on more than the others. Or if it is actually getting pushed out of the way during feeding time. If that is the case, you can try to put food in the tank in different locations, giving the shy one a chance at the food.

I hope that others can give you some suggestions on what to do. I hope that its not sick... How does it look to you? Fins ok? color ok? Any changes you can see?
What are you feeding them? I have seen our angel look at food dropped in because he was wanting something better. You might want to try frozen bloodworms, thawed in a small container of treated tap water. Shake it up when it's sealed to help break up the worms so that you can feed them quicker. They should all go for the bloodworms.
If you can't get bloodworms, perhaps you can find frozen krill. The Angels love that too.
Is he swimming around or just resting in one spot?
If this carries on, i would suspect bacterial infection. I also agree with Dave, he could be wanting a different food variety. Try blood worms, they love it.
