where i live (AUS, VIC) it's winter. it gets about 35 F. would an axolotl need a heater just for the winter months?

You wont need a heater unless the tank temp is fluctuating very quickly. Axolotls do best at temps under 22c . If you tank slowly drops as winter gets closer your axie will be fine . Mine got as low as 11c last winter . Owners often put sick axies ( fungal infections ) in thier fridges 4c to slow the metabolism down and help fight the infection .
