Sure they are safe, but they can cause intestinal blockage more than the frozen or live types. I started off with dried ones because I thought it would be easier and cheaper, but I found that I just don't like them as well as the frozen ones. To me, the dried ones look like your fish/frogs are only getting the casing of the worm--no guts, the good stuff. I don't think the frozen ones are that big of a hassle and I like seeing them eat fat, juicy worms.
One caution with dried bloodworms, they are know to exacerbate dust allergies. So if you are allergic to dust, this can not only make your allergy worse, but you could also develop an allergy to bloodworms. I don't want to come across as a scare tactic so do your own research and make an informed decision. My kids are still young and the tank is in my girls' room, so I didn't want to take that risk. I still keep the dried ones on hand in a pinch.
