algae help please

ok so I had figured out that my tank was way too low pH. Fixed that and let it settle out for a while before putting fish in my tank... finnally once my PH and ammonia(mysterious source) went to a normal... 0 ammonia 6.8 PH 0 nitrites and 0 nitrates... i noticed i was all of a sudden getting a lot of algae... some places in the top of the tank look really more like smear and everything on the bottom looks like really really thin grass all over the bottom... it doesnt get real long but its covering everything but my 3 anubias are still doing good and i dont want to lose them... theres also a little of the hairry stuff on the sides... the closest i can find is maybe blue green but it is definately colored bright green...

Check for phosphates in your water.
Are you using tap water or RO/DI?
Your readings are 0 for nitrates
Look at doing water changes 15% 2 x a week with RO/DI WATER.
Rinse the filter in tank water 2 x a week ( do this when you do the water changes )
How long do you have the lights on for?
How old are the light bulbs?

well to test phosphates i gotta find somewhere to buy a test kit from... i use tap water... 30 watts in 14 gallons... nitrates are so low because all i have had in there until last night was a single oto... i have been doing water changes once a week... rinsing filter in tank water (in bucket) lights are usually on for ... basiccally new... less that 2 months... CFL lights

could be BGA. BGA ranges in color from bluish to green, blackish and even red is common.
hard to tell without a pic.
