small tank + bright lights = alage?

Ok feel free to move this thread if it's in the wrong place I couldn't decide the best spot to put it. It's about a betta tank, but doesn't involve him much, it's in regards to alage, but not all of it so here it goes.

Tank Stats
Set up date: 12/09/08
Size: 5 gal (rectangular)
Filter: 5 gal elite stingray
Lighting: 2x 13 Watt florecent

Problem: Algae.

I've got a java-fern in there currently (which that algae is rapidly overgrowing). The tank will eventually have more plants added but will that take care of the alage? I was thinking of getting an otto in there to take care of it since I figure that the lights are probably the main source of my alage troubles (none of my other tanks have this kind of problem but they've all go very low light levels.) However what do you guys think?
Sorry this may sound like a dumb question but I'm not sure what to do.

The light may be causing the algae to grow fast, but if you put enough plants in there, the plants will out-compete the algae for nutrients and it should die off a bit. An few otos would be a great to keep the algae at bay.

Thanks, I'll get some plants this week. then I guess I get the QT set up and buy a few ottos.

with your watt per gallon ratio you better be running some kind of CO2 system... at 5wpg it'll be a whole lot different that a low light setup...

I had a huge algae outbreak in my tank i went and got 2 chinese algae eaters they are spectacular and i was told the only get about 4 in, however you never know. my glass was so nasty but today already there is not a bit on the glass and now they are starting on the tank orniments. they are fast little devils.
