algae or beneficial bacteria? Help!

my tank has been set up about 8 weeks now and on my whisper filter there is stuff growing on it , where the water runs out. I have a penguin 100 bio-wheel there too and it says not to remove or clean the wheel because it is full of bacteria needed for the tank. could this be same thing? should I clean it or leave it alone? by the way it is a 14 gal. I just added the bio wheel two weeks ago and they say no harm done in having two filters actually could be better, huh? thanks

Leave it alone. You can periodically take it out and swish it in a bucket of tank water, but otherwise leave it alone.

You say stuff is growing on it where the water runs out. What does it look like? There are a bunch of different possibilities, and they're all pretty much harmless, but some might be an indicator that something else is going wrong with the tank.
An example of this is that I have hair algae growing in one of my tanks. That means that I have a phosphate and nitrate issue in my tank.

it is slimy stuff. ive been doing 20 % water changes every other day because of ammonia levels being too high. they are finally coming down slowly but surely.
