Are they are any good techniques for promoting algae growth in a tank? I have 3 Oto's that have been eating algae wafers, and I just wanted them to dine on actual algae for awhile.

More continuous light and phosphates are your best bets. Don't push the light too much, though, because your fish will suffer if they don't have a "night" period.

More light is out of the question. How would I get more phosphates into the tank?

Aside from letting plant matter rot in the tank, all I can think of is finding an aquarium specific fertilizer that has phosphates.
